While trying to add a new quote record, I get the error storage limit exceeded

If you are storing files, like pdfs, or any other documents, its probably because the max limit has exceeded.
You need to check by user to see and delete unwanted files or talk to Salesforce to get the size increased.
If you have a lot of files, you could delete them using DataLoader.io - login as admin and delete the Content Document records. Make sure you have backups.
